Hasn’t GM proven to be safe?

For a technology that is so unpredictable, one would have thought there would be stringent tests before GM would be approved for human consumption. However, very often the converse is true. The normal source for the claim that GM foods are safe are the companies/agencies involved in the production of such food and how reliable would that be? Another major problem stems from a policy adopted in 1992 by USFDA ("The agency is not aware of any information showing that foods derived by these new methods differ from other foods in any meaningful or uniform way"). This is despite the concerns from their internal scientists . The observations were kept secret , when the FDA policy was put into place. But, seven years later, internal records were made public due to a lawsuit and they revealed that government scientist's references to the unintended negative effects were progressively deleted from the policy statements.
